PenaltyCard.com sells merchandise, training gear, and other products for the educational benefit of football officials/referees. The Williams Penalty Card was created to easily, and quickly reference for penalty and signal information. We have been in business for approximately 15 years selling training materials, gear and accessories for football officials. Started by a football official trying to help other officials, we only sell items that we have used and believe in. We support USA owned businesses and prefer to offer items of the highest quality.



We make every effort to display as accurately as possible the colors, features, specifications, and details of the products available on the website. However, we do not guarantee that the colors, features, specifications, and details of the products will be accurate, complete, reliable, current, or free of other errors, and your electronic display may not accurately reflect the actual colors and details of the products. All products are subject to availability, and we cannot guarantee that items will be in stock. We reserve the right to discontinue any products at any time for any reason. Prices for all products are subject to change.



We want to visit with you about how our ordering works since every year there are a few questions, chargebacks, upset customers, and this statement is long overdue.  We appreciate your business and know you have options like where to spend your hard-earned money. That being said, we are not Amazon nor Burger King. You can't have it same day, nor your way right away.  

So, what do we mean by that?

Several of the training products we sell are produced year after year with changes. The rules committees for college and high schools meet in January/early February and once the latest rules are voted in, the authoring, production, printing, etc. begins and the training materials usually aren't released until late May/early June.  

PLEASE NOTE: We offer these items as a preorder beginning at the conclusion of the current season and leading up to their release date for the upcoming season. The ecommerce system is set up and allows customers to purchase those items on a preorder basis, capturing the sale at the moment the order is placed (i.e. your credit card WILL BE instantly charged, and you will be put in line to receive the training materials). Once the books are released, we fill orders on a first in, first out basis.    

As the football season begins to approach, officials begin getting prepared, associations begin preparing for tests, and we ship as we receive our inventory from the publisher/printer. 98% of our customers are patient and understand this. However, it's the other 2% that order a training material (books, etc.) during the summer, usually not knowing this information, that say stuff like "well I just placed the order last week, why haven't I received my book yet", get highly impatient with us, write bad reviews, and blast us on social media?  Simple answer, there is a line of people in front of you who have patiently waited to get their order. 

In normal years, when the books release from the publisher we can have our queue (preorders) filled within a week of the books release date, and this is a non-issue. HOWEVER...the last two to three seasons (post-COVID-19) have not been normal years.  Our supply chain, like most, has experienced issues creating a backlog in our order fulfillment. We cannot deliver what we have not received and for 13 of 15 years we have had no supply chain issues, until COVID reared its head and changed how other businesses are able to respond let alone operate. We are supplied many of our products, and if those businesses are struggling, then it creates issues down at our level. 

These supply chains issues are not unique to us and can be experienced buying a car, a meal at your local fast-food restaurant, etc. Some examples, we received partial orders, incomplete orders, orders with damaged supplies and it is a trickledown effect as we attempt to satisfy our customers to the level of service, they, and we expect. 

Ordinarily, we have success in order fulfillment with very few mishaps (things out of our control) every year (an occasional package damaged in transit, not left at the right location, etc.)

Bottom line, if you are going to order from us and we have it in stock, we ship it immediately. If we don't ... we will make it right, when we get the items.

You agree to provide current, complete, and accurate purchase and account information for all purchases made via this website. You further agree to promptly update account and payment information, including email address, payment method, and payment card expiration date, so that we can complete your transactions and contact you as needed. Sales tax will be added to the price of purchases as deemed required by us. We may change prices at any time. All payments shall be in US dollars. 

You agree to pay all charges at the prices then in effect for your purchases and any applicable shipping fees, and you authorize us to charge your chosen payment provider for any such amounts upon placing your order. We reserve the right to correct any errors or mistakes in pricing, even if we have already requested or received payment. 

We reserve the right to refuse any order placed through the website. We may, in our sole discretion, limit or cancel quantities purchased per person, per household, or per order. These restrictions may include orders placed by or under the same customer account, the same payment method, and/or orders that use the same billing or shipping address. We reserve the right to limit or prohibit orders that, in our sole judgment, appear to be placed by dealers, resellers, or distributors.



Each Williams Penalty CardTM or product we carry, is carefully inspected before being shipped, however manufacturing errors can and will happen.  We warrant this product to be free of defect, damage, and quality related issues. Anything not meeting your level of satisfaction, can be returned or canceled for a full refund within 7 days of purchase. Only unopened CD/DVD products can be returned for a full return. This warranty does not cover products misused, abused, or normal wear and tear.

All CD's/DVD's are inspected prior to shipment to ensure great video and audio quality, playability, and lack of defect. Our suppliers put hundreds of hours of work to make sure the product is worthy of putting their name on, and we ultimately want happy customers, however we cannot accept returns on opened electronic media.

If you need to return an item, simply login to your account, view the order using the "Complete Orders" link under the My Account menu and click the Return Item(s) button. We'll notify you via e-mail of your refund once we've received and processed the returned item.



We will only ship to destinations in the United States of America (USA). Note that there are restrictions on some products, and some products cannot be shipped to international destinations. Additionally, shipping to international destinations can be price restrictive with many choosing not to pay the high shipping prices, so if you are international and want to order, you will need to call us.

When you place an order, we will estimate and capture shipping and delivery dates for you based on the availability of your items and the shipping options you choose. International orders usually require us having to obtain additional money between what the website charged, and the actual shipping cost. Depending on the shipping provider you choose, shipping date estimates may appear on the shipping quotes page.

Please also note that the shipping rates for many items we sell are weight-based. The weight of any such item can be found on its detail page. To reflect the policies of the shipping companies we use, all weights will be rounded up to the next full pound.

We prefer to ship the whole order, but on occasion may have to partially ship orders. When this happens, we will make you whole once the missing items are received by us.

You can also try to correspond via email, or via US Mail (PenaltyCard.com, PO Box 22901, Little Rock, AR 72221, United States). These are not preferred, as we have had issues with SPAM and those have gotten better but are rapidly increasing as I'm sure you experience with your own inbox. 

We love visiting with you, and will answer questions but often times, it is not possible to take phone calls, so if you get us on the phone consider yourself lucky. Regardless of how you contact us, we will get back to you as soon as possible.
